Abstract

ABSTRACT This research aims to determine the management and development of waqf in Salatiga City, which in total the amount of waqf assets reached 198,909 m2 in the form of land and property. In addition, to analyze the possibility of collaboration by involving relevant agencies such as Ministry of Religion, BWI, Islamic bank and the private sector through structuring financial contracts using the method of waqf linked sukuk. This research is a field research with phenomenological qualitative method, using non-probability sampling technique in data collection, which consists of primary data sources and secondary data sources. The interview used is a type of semi-structured interview that focuses on the subject and object of research. The data that has been collected is verified and presented in a parallel form which is described in descriptive analytical form. The results of this research stated that: first, the management and development of waqf in the Salatiga City was carried out by individual nadzir and/or several people who were accompanied by BWI and the Ministry of Religion of Salatiga City. Second, overall the allotment of waqf assets is still limited to mosques, musholla, schools, graves and other social activities. Third, generally nadzir in managing and developing waqf assets still uses conservative conventional methods, there has been no breakthrough or progressive thinking to develop it, so that economically causes waqf assets are not productive. Waqf linked sukuk is one of the concepts to manage and develop waqf assets to be more economically productive. This concept is the result of integration and collaboration involving public participation including BWI in Salatiga City and Muamalat Bank in Salatiga City by using a financing model of sukuk muqaradhah bil musyarakah and sukuk ijarah bil munahiyah.
